07.05.2020

On Thursday, May 7th, Igor Kobzev, temporary acting Governor of the Irkutsk Region, held a meeting to discuss the management of work dedicated to eliminating environmental damage accumulated in the Baikal Pulp and Paper Mill following the instructions given earlier by the Deputy Prime Minister Viktoriya Abramchenko.

When doing his presentation, President of GC Corporation “Gazenergostroy” Sergey Chernin drew the attention of the working group to the preliminary study of the Baikal Pulp and Paper Mill territory and treatment facilities conducted together with RT-NEO IRKUTSKS JSC in order to make technical decisions related to water drawdown and preparation for high-water period. If implemented rapidly, this work will minimize the risks of pollutants entering Lake Baikal and will allow for developing a platform devoted to subsequent elimination of the Baikal Pulp and Paper Mill waste in plot pits in the future.

“Gazenergostroy” also signed a cooperation agreement with the Siberian Branch of the Russian Academy of Sciences. The Siberian Branch is involved in the project for several reasons which include a number of instructions given by Victoriya Abramchenko, Russian Federation Deputy Prime Minister, and Dmitry Kobylkin, Minister of Natural Resources and Ecology, to provide expert support for the project of waste elimination of the Baikal Pulp and Paper Mill while following the best world practices and technology that can be used when taking measures.

In many respects, interaction between the customer and contractor will determine whether there will be a transition to the practical implementation of the Baikal natural territory revival tasks. For these purposes, the Ministry of Natural Resources of the Russian Federation has prepared a draft Decree of the Government of the Russian Federation, which, if adopted, will allow for designing and carrying out works on lands owned by the Irkutsk Region, with direct funding from the federal budget.
